Job Description:

JOB SUMMARY:

Under the general direction of the Deputy Chief Education Officer (DCEO)-Schools’ Operations, the incumbent is responsible for coordinating the work of the Regional Office which involves:
- Management and administration of public educational institutions at the Regional level;
- Personnel matters related to staff of schools;
- Maintenance of school plants; and
Fostering and promoting school/community linkages.          

KEY RESPONSIBILITY AREAS:

Management/Administrative Responsibilities
• Participates in the development of the Ministry’s policies as a member of the Management Committee.
• Coordinates the preparation and review of the Regional Corporate Plan for the educational processes in the Region.
• Prepares and manages the budget for the Regional Office.
• Makes recommendations to the Deputy Chief Education Officer, for amendments to the Budget, as necessary.
• Coordinates and directs the activities of the following Units
- Secondary Supervision;
- Primary Supervision;
- Guidance Services;
- Finance and Accounts;
- Community Relations;

- Building Services;
- Schools’ Personnel;
- Office Management.
• Represents the Ministry at and addresses public functions and conferences.
• Prepares monthly reports for the Deputy Chief Education Officer, Schools’ Operations on the performance of the Regional Office.

Technical/Professional Responsibilities
• Establishes mechanisms to  monitor the performance of public educational institutions in the Region to ensure compliance with Ministry policies, in relation to:
- Curriculum delivery;
- Financial Management;
- Administration of examinations.
• Prepares reports highlighting breaches in Ministry policies and regulations and recommending corrective actions and submits to the Deputy Chief Education Officer, School Operations.     
• Schedules and conducts school visits to public schools in the Region to have discussions with Board Members and Principals and observe operations. Submits reports on school visits within established timeframe.
• Monitors the implementation of Ministry Programmes/ Projects in the Region by;
- Convening Quarterly Regional Planning and Review Seminars to evaluate programme/ project performance
- Initiating corrective actions, as required.
- Coordinating the preparation of reports for submission to the Deputy Chief Education Officer (Schools’ Operations) and Permanent Secretary.
• Collaborates with Board Chairmen, Principals and the Regional Building Officer to review the status of school plants and develop a Maintenance Plan for the Region. Convenes regular meetings with the Regional Building Officer to review the project status.
• Interprets Ministry policies, the Education Act and Regulations and advises School Boards and Principals on the implications for individual schools.
• Ensures that trauma team is dispatched promptly to investigate critical incidents at public schools in the Region. Advises the Permanent Secretary and Deputy Chief Education Officer, Schools’ Operations of such incidents, immediately.
• Plans and directs the School/Community Outreach Programme of the Ministry within the Region
• Collaborates with Parent/Teachers Associations, Non- Government Organisations and other community-based organisations regarding the development of education in the Region.
• Monitors the quality of personnel services provided to the staff in the Region’s educational institutions by the Schools’ Personnel Services Unit, and ensures that all the necessary records are maintained consistent with standard HR practices.
• Ensures timely resolution of grievances and disciplinary matters in the school system.
• Oversees the administration of Education (CXC) Assistance Programme in Secondary Schools in the Region.


HR Responsibilities
• Develops and manages the performance of the Regional Office and its staff, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance targets, monitoring performance, providing feedback to staff, and initiating corrective action where necessary to improve performance;
• Promotes the building of institutional knowledge for the Regional Office by ensuring that established systems and procedures are documented and disseminated;
• Participates in the recruitment and selection of staff, and recommends movement when appropriate;
• Recommends vacation leave and approves sick and departmental leave for staff in the Division and participates in the administration of staff benefits in keeping with established human resource policies;
• Recommends/ administers disciplinary action in keeping with established human resource policies;
• Conducts monthly and other ad hoc staff meetings as required;
• Ensures that staff adheres to the policies and procedures of the Ministry and the Regional Office;
• Ensures that staff is provided with adequate and appropriate physical resources to enable them to undertake their duties effectively and efficiently;
• Collaborates with the Human Resource Management Branch in developing and implementing a succession planning programme to ensure continuity of skills and competencies, and personal development and career advancement of employees of the Regional Office;
• Fosters teamwork, a harmonious working environment and promotes collaborative working relations;
• Conducts performance appraisals of staff  supervised for required purpose and at required intervals;
• Conducts other related assignments as directed.

Job Requirements:

MINIMUM QUALIFICATION AND EXPERIENCE:

• Master’s Degree in Education/ Management
• Ten (10) years’ experience at a senior management level in the education field.
