Job Description:

JOB PURPOSE:
 
The Manager, Student Assessment, is responsible for planning, designing, implementing, overseeing and evaluating assessment programmes for students at the Primary and Secondary levels of education, including, developing and administering test instruments; scoring and processing of tests; managing certification, selection and placement processes; preparing school, regional and public reports; conducting research studies to inform the development of test/assessment instruments; and maintaining a database for the examination system.

KEY RESPONSIBILITY AREAS:

Under the direction of the Chief Education Officer, the incumbent will perform the following duties:

Technical / Professional Responsibilities
• Plans and designs testing programmes for the Ministry of Education.
• Advises on examination and materials that may be needed for the system.
• Directs the preparation of test items and tests for  national examinations and other
   Examinations conducted from time to time at the school level.
• Co-ordinates the development and administration of tests contracted to external agencies.
• Develops criteria to ensure that proper procedures are in place for test development  and/or selection and test administration (including test security).
• Directs the scoring and analysis of test papers and generation of reports.
• Develops criteria to ensure that proper procedures are followed for the certification, selection and placement of students.
• Directs the preparation of materials relevant to the testing process such as test
   administration manuals and handbooks.
• Collaborates with the Curriculum Unit in the development of the assessment component of the syllabus for the different subject areas.
• Liaises with the Professional Development Unit in planning and conducting
   workshops/seminars in learning assessment for teachers.
• Collaborates with other bodies within and without the Ministry of Education with a view to designing appropriate and flexible methods of assessment.
• Performs other related duties as assigned

Management/Administrative Responsibilities

• Prepares and monitors the work plan for the Unit ensuring that the work of the Unit is carried out according to agreed timelines, targets are met and reporting protocols are adhered to.
• Develops the budget for the Unit and controls the relevant expenditure.
• Represents the Unit at meetings, conferences and other functions as directed.
• Provides feedback to the Test Development Sub-Unit to ensure that test items meet required standards.
• Ensures that protocols, guidelines and standards for the preparation of reports are documented and adhered to by checking sample reports prepared in-house or by service providers.
• Ensures that protocols and guidelines for electronic data entry, key punching or through the use of scanners are prepared and used in the capture of data collection through the administration of tests, checklists, questionnaires etc. ensuring accurate and timely processing of the answer documents.
• Makes recommendations and advises the Divisional Head on matters related to policy decisions, quality control, the processing of answer documents and the preparation of reports.
• Ensures the efficient operation and proper maintenance of all computer equipment and upgrades.
• Coordinates requests from other Units, Sections and Agencies for data on students’ performance and for empirical studies on various issues related to testing.
• Establishes and maintains a database for the examination system.


HR Responsibilities

• Supervises the work of the Unit by:
• Preparing work schedules for the staff
• Setting performance standards, conducting performance appraisals and recommending  personnel related action
• Evaluating and advising on the training needs of staff
• Reviewing the structure of the Unit to ensure that the work is properly coordinated and  there is adequate staff to meet the needs of the Ministry and make recommendations for changes where necessary

MINIMUM QUALIFICATION AND EXPERIENCE:
 
• Post Graduate Degree in Education with specialization in Testing & Measurement.
• Five (5) years' experience in Assessment.
• Trained Teacher Diploma
                                            OR
• Bachelor's Degree in Education/Social Sciences with training in Testing & Measurement
• Eight (8) years' related experience.
• Trained Teacher Diploma
